Indian Institute of Entrepreneurship (IIE) invites application from “PARTNERS INSTITUTIONS” on partnership terms and condition, as an Institutional Member from registered well-established organization in Governments and private sector, financially sound, having adequate training infrastructure, dedicated trainers with at least three years successful field level experience of running and managing skill/profession related training. The applicant institution be also capable, forward looking and ready to start distant learning through e-learning/web-based and virtual class room training through V-SAT connectivity, with reasonable investment in addition to existing methods of training. The selection of applicant institution shall be done strictly as per prescribe norms/procedures.

SCHEME OF ENTREPRENEURSHIP DEVELOPMENT CENTRES (EDCs) THROUGH PARTNER INSTITUTIONS (PIs)
  • 1. BACKGROUND

    1.1            According to the approach paper to Eleventh Five Year Plan, the private sector, including farming, micro, small and medium enterprises (MSMEs) and the corporate sector, have a critical role to play in achieving the objective of faster and more inclusive growth. MSMEs, in particular, have a vital role in expanding production in a regionally balanced manner and generating widely dispersed off-farm employment. Further, the approach paper has also emphasized the need for training and capacity building of educated unemployed youth, particularly in the rural and backward areas, as the unemployment has assumed serious proportions. In this context, there is a need to shift focus towards “bottom of the pyramid”. As the market theories are increasingly accepting the fact that wealth can be created simultaneously while helping the people o move out of poverty.
    1.2            Entrepreneurship development is one of the key elements for promotion of Micro and Small Enterprises, particularly, the first generation entrepreneurs. Entrepreneurship, through creation of wealth, is an important means for empowerment and development. In spite of the best efforts of national and state level entrepreneurship development institutions (EDIs). It is felt that there is a need to fill the gap in providing entrepreneurship training in the selected backward/rural areas and also organizing entrepreneurship development programme (EDPs) for trainees belonging to Scheduled Caste/Scheduled Tribe /Minority/Womem categories, which may have been left out of the network of existing training institutions, In order to bridge this gap, there is a need to encourage the establishment of a large network of entrepreneurship development centers (EDCs), in public private partnership (PPP) mode, all over the country, with special focus on the SC/ST, Minority dominated remote and backward areas.
    1.3            Therefore, in order to promote entrepreneurship development in a big way, there is a need that both public and private institutions should be involved in this endeavour, Furthermore, for ensuring the quality of training by the private and local level partner institutions (PIs), there is a need to provide necessary guidance to such PLs by way of providing them standardized course curriculum, good quality training material, capacity building through training of trainers/core faculty, high quality training input from national level experts through e-learning /video conferencing and exchange programmes in collaboration with reputed training institutions/EDIs, as well as a suitable mechanism for joint certification. Involvement of partner institutions for establishment of EDCs can be encouraged by way of evolving suitable tie-up arrangements with the national level entrepreneurship development institutions.

     

    4. DETAILED MODALITIES FOR ESTABLISHMENT OF EDCs

    4.1 Basis for acceptance as a PI

    4.1.1 The IIE would emphasize more on technical capability, faculty strength and infrastructure of the applicant PI for the establishment of EDC, keeping in mind the following criteria:

    (i)         The applicant PI should have the capacity and reasonable experience of running and managing entrepreneurship development/Skills training programmes.
    (ii)        The applicant PI must have a ‘Core Faculty’ to conduct programmes at the EDC, with requisite technical/professional qualifications as also a panel of distinguished visiting/guest faculty, willing to support the PI in the conduct of training programmes at the EDC.
    (iii)       The applicant PI should be registered as a society with entrepreneurship/skills development training as a main objective.
    (iv)       The applicant PI should be functional for at least 3 years as reflected in the last 3 years’ annual reports and balance sheet.
    (v)        The applicant PI should have adequate space along with required furniture, computers, audiovisual equipments and other training aids for the establishment of EDC.
    (vi)       The applicant PI should have the necessary infrastructure/provision for arranging e-classes through video conferencing at the EDC.
    (vii)      The applicant PI should not be black-listed by any Govt. Department or Financial Institutions.
    (viii)      The applicant PI should be financially viable and self-sustaining (as reflected from PI’s annual report and balance sheet).

    4.1.2    For acceptance of the PI for the establishment of EDC, the IIE would evolve suitable criteria, with due weight to attributes like physical infrastructure, faculty strength, financial strength, linkages with industry and financial institutions, location, etc.

    4.2            Obligations of IIE

    4.2.1.   Under the partnership arrangements, the obligations of IIE shall be as under:

    (i)         To accept the applicant institutions as PI on fulfillment of required eligibility criteria and assist it in setting up the EDC.
    (ii)        To provide training to the trainers/core faculty of the PI for imparting training at the EDC.
    (iii)       To provide course design/syllabus and training kit for the trainees enrolled at the EDC by the PI.
    (iv)       To provide training inputs through e-classes/video conferencing, as per requirement of the training programme.
    (v)        To provide pre-printed certificate with name, logo and Hologram of IIE; name of the PI/EDC; the name, father’s name, address, registration number and photograph of the trainee; as well as the programme details e.g. dates, duration etc. for all the registered trainees, to be jointly signed by the Director of IIE and the In-charge of the EDC, on successful completion of the authorized training programme.
    (vi)       To provide technical/professional guidance for capacity building of the PI.

    4.3.            Obligations of Pis

    4.3.1 Under the partnership arrangements for the establishment of EDC, the obligations/responsibilities of the PIs shall be as under:

    (i)         To pay the prescribed application fee and inspection fee and to deposit the prescribed security deposit (refundable and non-interest bearing) with IIE.
    (ii)        To execute the required partnership agreement with IIE.
    (iii)       To maintain the infrastructure and core faculty, as assessed suitable by IIE at the time of entering into partnership agreement.
    (iv)       To make arrangements for receiving training inputs through video conferencing/e-classes as per the satisfaction of technical consultants appointed for the purpose of maintaining facility.
    (v)        To give wide publicity through appropriate media about the training programmes authorized under the partnership arrangement.
    (vi)       To run training programmes as per the training calendar/schedule provided by IIE.
    (vii)      To enroll the trainees by following objective and transparent admission criteria.
    (viii)      To register the enrolled trainees (by giving prescribed details for every trainee) on line on the website/server of IIE.
    (ix)       To provide the training kits to trainees and remit the cost of the training kits to IIE, by recovering the same from ‘general category’ trainees and to submit particulars of SC/ST trainees along with supporting documents, (to whom the training kits have been provided free of cost) for reimbursement of the cost to IIE from the sponsoring agency/Ministry.
    (x)        To submit the list of successful trainees to IIE.
    (xi)       To award certificate (received from IIE) to successful trainees with counter signatures of In-charge of the EDC.
    (xii)      To submit detailed feedback in the prescribed pro-forma on completion of training programmes.
    (xiii)      To maintain data base of the trainees enrolled for the authorized training programmes and monitor their progress through regular follow up and proper feedback mechanism.
    (xiv)     To provide post training handholding support to the trainees who have successfully completed the training programme and wish to set up their own enterprise.
    (xv)      Not to misuse the training material or any other inputs received from IIE.
    (xvi)     Not to violate any of the terms/conditions of the partnership agreement.
    (xvii)     To allow the officers of the IIE, officers and other professionals/experts deputed, for examining accounts, conducting inspections, going through records, documents, asset statement etc. at all reasonable times and the same would be made available to them without any delay or obstruction.
    (xviii)    To pay salary/allowances/honorarium etc. to the core faculty/guest faculty/staff or employees and to make payments for all the liabilities incurred by the EDC/PI. IIE or THE GOVERNMENT SHALL NOT BE LIABLE FOR ANY PAYMENT OR LIABILITY IN THE REGARD.
    (xix)     To comply with the terms and conditions or other obligations imposed by the local authorities/State or UT Governments.
    (xx)      To pay all taxes on the income without any liability towards IIE.
    (xxi)     Not to use name or logo of IIE after termination of the partnership agreement.

    4.4       Consideration

    4.4.1 Inconsideration for IIE for acceptance as a PI and for providing it with the training resources, techno-professional know-how for the establishment and conduct of programmes at the EDC, including capacity building of the core faculty, during currency of the partnership agreement, the PI shall be liable to pay to IIE following consideration:

    (i)            Application Fee of Rs. 2,500/- (Rupees Two thousand and five hundred only) – (non- refundable) at the time of application.
    (ii)            Processing and Inspection Fee of Rs. 7,500/- (Rupees Seven thousand and five hundred only) – (non-refundable) after Scrutiny and Shortlisting.
    (iii)            Institutional Membership Fee, as applicable [presently Rs. 5,000/- (Rupees five thousand only)] – (non-refundable)
    (iv)            Refundable (non-interest bearing) Security Deposit of Rs. 2,00,000/- (Rupees Two lakh only) for general category Institutions and Rs. 1,00,000/- (Rupees One lakh only) for Institutions classified under SC/ST category and Rs. 50,000/-(Rupees fifty thousand only ) for North Eastern Region (NER).
    (v)            Renewal Fee of Rs. 6,000/- (Rupees Six thousand only) – (non-refundable) at the time of renewal of agreement.
    (vi)       Share of the training charges/fee, as detailed in para 4.5 below.
    (vii)      Fifty per cent (50%) of the Registration Fee charged from the enrolled trainees.

  • 4.5: Sharing of the Training Charges/ Fee

    The sharing of the Training Charges/ Fee for the entrepreneurship and skill development programmes conducted by the EDC, in partnership with IIE, shall be done in the following manner:

    • For Sponsored Training Programmes procured by the IIE and assigned to the EDC (NTPs), using IIE’s training material and having direct inputs from IIE (through Video conferencing/ e-classes), the training charges shall be collected directly by the IIE from the sponsoring agency and a part of the same, as decided by IIE, depending on the inputs (man hours) and contribution of the Pl, shall be shared with the Pl. 1          
    • For Sponsored Training Programmes  (STPs) (in which for training fee is paid by the trainee himself/herself), the training fee shall be decided by the Pl in consultation with IIE. The training fee shall be collected by the Pl directly from the trainees and 10% of the same shall be shared with IIE. The Pl shall not be allowed to charge more than the agreed training fee and any violation of the same be treated as breach of the partnership agreement.

     

    5.0TRAINING PROGRAMMES

    5.1 Training Calendar

    Every EDC would be required to prepare a training calendar for the full year, in consultation with IIE, IIE would provide a list of IIEs Training Programmes (ITPs) to the EDC. In addition, the EDC would also prepare a list of training s Programmes procured directly by the Pl (PITPs) as well as Self- financed Training Programmes (STPs) to be organised during the year and prepare a Training Calendar for the year.

    EDC would invite applications for the STPs through advertisements in the local newspapers and media, which would clearly mention the subject and duration of the training programme as the training fee.

    5.2: Registration of Trainees

    All the trainees enrolled at the EDC for participation in the training programmes (ITPs, PITPs and STPs), shall have to be compulsorily registered with their personal particulars e.g. name, father’s name, date of birth, complete address-permanent as well as correspondence with PIN Code, photograph, educational qualifications etc. The EDC shall be required to prepare the personal profile of the applicant (with scanned copy of the photograph) in digital formate and upload these details on IIEs website/ server. The Pl shall be entitled to charge registration fee of Rs. 100/- from every enrolled trainee. Further, 50% of the registration fee shall be given to IIE, towards the cost of printing and handling of the Certificates (which shall contain all these details including photograph of the trainee).

    5.3: Conduct of Training Programmes

    • On receipt of the approval under partnership agreement for the establishment of EDC and the required infrastructure being in place, the Pl shall issue advertisement for inviting applications from the prospective trainees, as per the training calendar prescribed by IIE.

     

    • By following the transparent and objective admission criteria, the trainees shall be enrolled under authorised training programme. A data base of the  particulars of the enrolled trainee shall be created by the Pl and uploaded on the website/ server of IIE.
    • The enrolled trainees shall be provided training kits. The  prescribed cost of the training kits shall be recovered from the general category candidates for reimbursing the same to IIE. In case of SC/ST trainees, the training kits shall be provided free of cost and particulars of such trainees along with supporting documents shall be submitted to IIE fo reimbursement of the cost of training kits to IIE from the sponsoring agency/ Ministry.

     

    • The Pl shall conduct the training programme, as per programme schedule prescribed by IIE (including e-classes through video conferencing).
    • The Pl shall be authorised to charge the prescribed training fee from the general category trainees. No training fee (other than registration fee) shall be charged from SC/ST trainees and the training fee for such trainees shall be reimbursed to the Pl through IIE, by the concerned sponsoring agency/ Ministry.

     

    • The PI has been authorised to conduct Courses on :
      • Computer Education
      • Various Job Oriented Software Diploma & certificate Courses.
      • Various Job Oriented Practical & Theory based Hardware & Networking Courses.
      • Video Editing with Camera Operation.
      • Vocational Training
      • Mobile Phone Repairing.
      • Electrician
      • Automobile Mechanic ( Four-wheeler & Two-wheeler)
      • Electronic Goods Repairing.

     

    If the PI wants to start a new course in the future, the PI has to take prior approval from IIE before issuing certificates in the name of IIE..

    5.4: Award of Certificates

    On successful completion of the training programme, as per the evaluation criteria prescribed by IIE, every trainee shall be awarded certificate which will be printed registration number and other particulars of the trainees and signed by the Director of IIE with joint signature of In-charge of the EDC.

    6.0: Handholding of Enterprises

    The EDCs would be expected to provide the trainees, the Handholding Support for the establishment of their enterprises making full use of various developmental and promotional schemes of the Government and other development agencies.

    7.0: Follow-up and Monitoring

    The EDCs would be expected to keep track of the passed out trainees, provice them the required follow-up support, document the success stories and monitor the progress of the programmes.

    8.0: Disputes

    Any dispute between IIE and Pl shall, as far as possible, be resolved/ settled by mutual negotiations between the heads of two organizations.

    Disputes, which could not get settled through mutual negotiations, shall be referred to an independent Arbitrator, to be appointed by mutual agreement by the disputants, whose decision shall be final and binding on both parties.

    For sending notices and following other judicial procedure, the normal practice of Arbitration and Conciliation Act 1996 shall be followed. The venue of the Arbitration shall be Guwahat, Assam.

     

    9.0: Review of Performance of EDCs

     

    IIE shall regularly review the performance of the EDCs set up by various Pls Fro time to time. IIE would prepare a monthly information system (MIS) for reviewing the progress of various EDCs and also convene periodic review meeting with all its Pls. IIE would also carry out periodic inspections to review the performance of the Pls vis-à-vis prescribed standards and laid down norms. IIE may also engage an authorised agency for conducting inspections and reporting the progress.

    10.0: Termination of the Agreement

    Both the parties shall have right to terminate the agreement by giving two month’s Notice. Besides, IIE shall have the right to terminate the agreement in the event of violation of any of the clauses of the agreement by the Pl.

    On termination of the partnership agreement due to default or violation of the Terms of the partnership agreement by the Pl, IIE shall have the right to forefeit the security deposit of the Pl. However, in the event of termination of the partnership agreement under normal circumstances by mutual consent, the security deposit of the Pl shall be returned after recovery of outstanding/ dues damages.

    Once the agreement is terminated, the erstwhile Pl shall not be permitted to use Name or logo of IIE in any form. In case the erstwhile Pl continuous to use the Name and logo of IIE even after termination of the agreement, IIE shall have right to take appropriate legal action in the matter.

    Further, in the event of termination of agreement or otherwise, neither IIE nor the Government of India shall have any obligation to provide compensation or employment to the staff/ faculty of the erstwhile Pl.

    Upon termination of the Agreement, IIE will have right to announce publicity, Cancellation the partnership agreement, in any manner, as may be considered/ Deemed appropriate.
