· Undertake a pan North East Skill Gap analysis to assess the training need of the youths of the region based on the type of employment/self-employment avenues available
· Participate in creation of/create/upgrade existing curriculum and study materials for various entrepreneurship development courses for Universities & Colleges
· Create a MSME Database since in absence of any substantial data base of MSMEs in the region a lot of Government Planning and resource goes wasted
Explore and
identify avenues and sectors for incubation facilities to be set-up at
different places in line with the Gems and Jewelry Incubation Center in Guwahati.
Achieve tie-ups
with MNCs/Private Sector Organizations and PSUs like ONGC, NEEPCO, etc. for
participating in their CSR activities so as to converge the initiatives in a
more result oriented way

Concentrate on strengthening the existing line of training programs with increasing focus towards Skill Development Programs like ESDPs, WEDPs & TEDPs in identified and need-based sectors
IIE completed 556 programs in 2010-11 with 16837 participants.
Current fiscal 220 programs are going on. 560 are targeted with 14000 participants.

Identify NGOs/Agencies for empanelment under RGUMY, identify Udyamies and provide support for setting up enterprises
Providing support for up-coming entrepreneurs has been one of the focus areas of IIE apart from providing training assistance.
IIE has been assisting new entrepreneurs in making Detailed Project Reports, Market Surveys and Financial Linkage.
Under STED & RIP also IIE provides these services for first generation start-ups.
Under Government of India initiative to promote Udyamis through RGUMY scheme IIE has already empanelled 15 organizations as Udyami Mitras.
In 2011-12 20 Udyami Mitras will be empanelled and services extended to 100 Udyamis all across NER through enrolment
IIE has developed a number of pockets in NER & UK where support will be provided in 2011-12

Build-up capacities of state based partner organizations including government organization for overall capacity building of the region/state/country for encompassing more and more beneficiaries and increasing the reach of IIE
IIE has been working closely in the NER with various agencies like KVIC, SIDBI, DRDAs, NABARD, Central Silk Boards, Coconut Board, Spices Board, State Govt. DI, etc and reaching out to remotest of areas in an effort to develop entrepreneurship and promote enterprises.
IIE has been also working closely with industry associations towards understanding the entrepreneurship needs of the region by interacting with the prominent Chamber of Commerce’s to understand and develop skills accordingly. Some of these chambers are:
§ Federation of Industries of North Eastern Region (FINER)
§ Mizoram Chambers of Commerce & Industries
EDPs, EAPs & other trainings have been organized in the most inaccessible parts of the region. But, IIEs reach was restricted as there were no state offices.
In 2011-12 and further IIE through the state offices will identify various organizations across the region and build up their capacity as per identified thrust sectors. Some of these are:

§ Mizoram Entrepreneurship Network, Aizwal
§ Tripura State Institute for Rural Development
Closely working with the state governments IIE will undertake capacity development of organizations working in the allied fields in an effort to reach more beneficiaries

Sensitize officials of state governments on all aspects of entrepreneurship, enterprise and cluster development
Management Development Programs, Sensitization workshops for Govt. officials, Seminars on Entrepreneurship and Short term trainings for government functionaries on entrepreneurship and its various aspects have been a feature of IIEs activities under Creation of Environment for Entrepreneurship (CEE).
With formation of Regional Resource Center for Cluster Development (RRC) sensitization of state government officials from all NE States became a standard feature which resulted in strengthening of IIEs role in NER and relationship with State Govts.

Focus on awareness creation about entrepreneurship in colleges and educational institutions with collaboration with Entrepreneurship Development Cells of Engineering Colleges and Management Institutes
IIE has been organizing Entrepreneurship Awareness Camps (EACs) in colleges and educational institutions all across NER & Other parts of India with support from Department of Science and Technology, etc.
Developed Syllabus and Study materials for Colleges & Departments under Gauhati University, NEHU, Arunachal University, K. K. Handique Open University, Assam, Assam Higher Secondary Council, etc
(i) In 2011-12, with slight shift IIE plans to closely work with Management Institutions and Engineering Colleges through their EDCs towards identifying good quality potential entrepreneurs. Examples are; Girijananda Institute of Management & Technology (Under GU), Assam Engineering College
(ii) The efforts will also focus on identifying bright business minded young-stars to participate in the various PPP opportunities evolving through/during the works of IIE
(iii) Develop Standardized Course Content
§ In dialogue with state governments and other agencies for finalizing state specific sectors (17 Sectors Identified in Meghalaya, 4 in Assam)
§ Sector specific training modules to be developed in consultation with state governments, technical agencies and other stakeholders
§ Tailor made and segment specific entrepreneurship development program module for NE so as to cater to different categories of participants as per demand

Achieve collaborations with organizations or specialized institutions like NID, IIMs and IITs, IIPT for technical support to all projects of IIE particularly relating to designs, technology and packaging

IIEs Core Strengths
· IIE had over the years shifted its focus from doing general EDPs to sector specific EDPs and to now ESDPs.
· This transition has been shaped by time and desired by the participants as well as the sponsors.
· During the last 16 years of its existence IIE has worked at the grass root level in NER and under extremely difficult situations.
· IIE forayed into projects and cluster development and that further strengthened its capacities
IIEs core strength is its ability to work under extreme conditions; understanding about intricacies of rural lifestyle; capacity to adapt to changing situations and always maintain its quality specifications towards fulfilling the entrepreneurial needs of the target segment
